The answer often depends on the Australian Government’s Child Care Subsidy (CCS). While the system can seem confusing at first, understanding the basics can make it much easier to estimate your real childcare costs and plan your family budget with confidence.

What Is the Child Care Subsidy (CCS)?

The Child Care Subsidy is financial assistance provided by the Australian Government to help families with the cost of approved childcare services, including long day care, family day care, and outside school hours care.

Rather than paying families directly, the subsidy is usually paid straight to your childcare provider. This reduces the amount you need to pay yourself.

Your CCS entitlement is based on several factors, including:

How Much CCS Can Families Receive?

The subsidy decreases by 1% for every $5,000 earned above the lower threshold.

What Is the “Hourly Rate Cap”?

One of the most misunderstood parts of CCS is the hourly rate cap.

The Government does not subsidise unlimited childcare fees. Instead, CCS applies to either:

  • your childcare centre’s hourly fee, or
  • the Government’s hourly rate cap,

whichever is lower.

For 2025–26, the hourly rate cap for centre-based day care is $14.63 per hour for children below school age.

This means:

  • If your childcare centre charges below the cap, your subsidy applies to the full fee.
  • If your centre charges above the cap, you’ll pay the difference yourself.

This is why two families with the same CCS percentage may still pay different out-of-pocket amounts at different childcare centres.

What About the Activity Test?

From January 2026, the CCS activity test changed significantly with the introduction of the “3 Day Guarantee.”

Eligible families can now access at least:

  • 72 hours of subsidised childcare per fortnight (around 3 days per week), regardless of activity levels.

Families who complete more than 48 hours of recognised participation per fortnight may still access:

  • up to 100 subsidised hours per fortnight.

Recognised participation can include:

  • Paid work
  • Self-employment
  • Study or training
  • Volunteering
  • Looking for work

For couples, Services Australia uses the parent with the lower participation hours when assessing subsidised care hours.

Your real childcare cost depends on:

  1. Your childcare centre’s daily fee
  2. Your CCS percentage
  3. The number of subsidised hours you’re entitled to
